LA Board of Regents (BoR)

Most state-level funding at LSU New Orleans comes from the Louisiana Board of Regents (BoR). The majority of the BoR's programs fall into two categories: Board of Regents Support Fund (BoRSF) and Louisiana Experimental Program to Stimulate Competitive Research (LA EPSCoR).

How to Apply

To apply for any Board of Regents funding opportunity:

  1. Create an account in LOGAN.
     
  2. (For ATLAS, RCS, ITRS) Submit a notice of intent through LOGAN.
     
  3. Generate a budget and budget justification for the project.
     
  4. Obtain approval of your budget from your chair, dean, and LSU New Orleans Office of Research via the Proposal Routing form. Note: The form will ask for a draft narrative. You may upload a summary, outline, or work-in-progress—we do not need anything at this stage but a general understanding of your project's intentions.
     
  5. (For ATLAS, DENH) Email your dean to request a letter of support.
     
  6. Finish writing your proposal narrative.
     
  7. Upload all your documents into LOGAN.
     
  8. Click "Create PDF and Submit for Institutional Approval" in LOGAN.
     
  9. Enable the Office of Research to submit your final proposal package to the Board of Regents by 4:30 PM on the day of the deadline.

You may also contact the pre-award member of your service team to request any LSU New Orleans proposal(s).

 

LSU New Orleans Budget Templates

LSU New Orleans's interactive Budget Generator tool will automatically generate a project budget and editable justification based on the Board of Regents programs' funding guidelines. It will automatically calculate the F&A rate, payroll benefits, and future increases in payroll.

Alternatively, you may use our Excel budget template spreadsheet.

The Office of Research highly recommends use of the provided budget templates. Contact your pre-award research administrator for assistance.

Deadlines

The Board of Regents lists multiple deadlines for every program. LSU New Orleans Office of Research also maintains internal deadlines for budget approval via the Proposal Routing form. Please review and comply with all listed deadlines. These due dates help us submit your proposal in a timely manner.

BoR FY26 Deadlines

Questions are due to the Board of Regents by October 1, 2025.

Notices of Intent (NOIs) and final proposals must be submitted in LOGAN by noon on the deadline. Submissions are a two-step process. Requiring the PI to submit by noon allows the Office of Research to submit by 4:30 PM.

Budgets must be submitted for LSU New Orleans internal approval via the Proposal Routing Form. Deadlines indicate when the Office of Research must receive Proposal Routing Forms signed by chairs and deans. If you start your Proposal Routing Form on or after the date listed, we may not have time to process your proposal.

Submitting BoR Proposals

Most BoR programs require proposal submission through the Louisiana Online Grant Automation Network (LOGAN) system. You must have an account in LOGAN in order to submit your proposal to the BoR. The Office of Research cannot create the proposal for you.

Letter Templates

Departmental Enhancement Approval Memo

The Departmental Enhancement requires that you submit a memorandum from your college, department, and the Office of Research approving of your proposal. Here is a template for that language, which should be placed on the College's letterhead:

From the Dean:

A screening committee from the College of [College] and LSU New Orleans’s Office of Research composed of [Administrator representing the department]; [Research Administrator], Office of Research; and myself reviewed the proposal from the Department of [Department] to be submitted by [Principal Investigator] to the [comprehensive/targeted] Departmental Enhancement program of the Board of Regents. We approve and strongly support the proposal for submission to the Board of Regents. We also certify that no conflict of interest exists.

ATLAS Guarantee of Faculty Leave

The ATLAS requires that you submit a formal letter signed by your dean indicating course load reductions and/or leave with pay committed by the institution in support of the project. Here is a template for that language, which should be placed on the College's letterhead:

The College of [College] and the Department of [Department] at LSU New Orleans agree to match the salary support funds and/or leave with pay as stated in the ATLAS RFP according to the requirements of the Board of Regents as described in the budget being requested by [Principal Investigator].

This commitment will allow [Principal Investigator] to dedicate time to the project titled [Title].

 

Requesting Course Release

Course release is calculated based on the value of one course in an academic year.

If a base teaching load consists of 4 courses a semester and 8 courses a year, then one course constitutes 12.5% (one-eighth) of your annual effort.

The average tenure or tenure-track faculty member typically has course release already built into their employment. Consult with your chair or business manager to confirm. These existing course releases are the first ones offered up as cost share.

General Guidelines

Each program outlines its eligible disciplines based on the Board of Regents Taxonomy of Disciplines.

Research Competitiveness Subprogram (RCS)

RCS funds projects that strengthen the fundamental research base and competitiveness of Louisiana’s public and private universities. The subprogram is a stimulus opportunity available to researchers who are currently not competitive for federal support but show strong potential for achieving national research competitiveness in an area funded by the federal government within a limited span of time. Research funded through RCS must make fundamental contributions to knowledge in eligible scientific and engineering disciplines rather than simply seek to apply existing knowledge.

Industrial Ties Research Subprogram (ITRS) with Proof-of-Concept/Prototyping (PoCP) Initiative

PROGRAM NOT AVAILABLE FY2025-26 RFP (FROM FY 2024-25)     

ITRS supports research efforts that show significant potential for contributing to the development and diversification of Louisiana’s economy in the near term. Funded projects are required to involve significant private sector or Federal funding or, at a minimum, include a plan to leverage substantial Federal or private sector funding in the near future; and link research efforts to establishment of a new or enhancement of an existing Louisiana business or industry.

Awards to Louisiana Artists & Scholars (ATLAS)

PROGRAM NOT AVAILABLE FY2025-26 RFP (FROM FY 2024-25)     

The BoRSF Awards to Louisiana Artists and Scholars (ATLAS) Subprogram provides support to faculty members in arts, humanities, and social sciences disciplines to complete major scholarly and artistic productions with the potential to have a broad impact on a regional, national, and/or international level. The primary focus of ATLAS is the scholarly or artistic merit of the proposed work. Projects are assessed based on their necessity, importance, originality, and likelihood to have an impact on a broad academic and/or artistic community.

Departmental Enhancement

PROGRAM NOT AVAILABLE FY2025-26 RFP (FROM FY 2024-25)     

Departmental Enhancement is a competitive infrastructure-building component with the goal of improving the educational and research infrastructure and capacity in academic, research, and agricultural departments and units. Departmental Enhancement is available to any eligible formally recognized department or unit, and includes a Multidisciplinary component. Awards will be made for comprehensive (multi-year, multi-activity, broad-impact) projects, as well as targeted (short-term, smaller-scale) projects.
